 it is obvious that the NAE is a rare condition. After all, LENR occurs only rarely and only in very unique material.  The big complaint by skeptics is that LENR is rare and difficult to cause.  I see no reason to reject the world "rare".  Of course, once the rare NAE forms in a material, the LENR reaction in that material is not rare and takes place with total reproducibility.

The NAE is created by  a common condition that is only rare because the gap must have a rare size.  If the gap becomes too wide, the crack can no longer host a nuclear reaction even though the crack is still present.  This requirement needs to be clearly stated and clearly understood.  The condition is created by a common and well known process. A crack is not rare. The ability to host a nuclear reaction is rare only because the gap in the crack has to have a critical dimension for the reaction to occur. 

I'm glad we agree about the need for the NAE, which you have advocated for many years although we did not agree about its nature.

MY ANSWER

To start with the end, yes we agree about the need of small extraordinary places where nuclear reactions take place- you choose voids, I prefer structures with very small dimensions. We seem to also agree that topology is the key (my 1992 CF slogan) and topology determines the nature and mechanisms of the nuclear  reactions- you know more about them- hydroton- hydrogen fusion as main reaction both for PdD and NiH- I humbly accept to still not know what exactly LENR reactions take place. My guess-wish is that they are very different  from the standard nuclear reactions of Hot Fusion. I also think that there are more forms of LENR and the field is "larded" with a lot of "otherness". However I am waiting for experimental results and theoretical breakthroughs. Mamma Natura, fiat voluntas tua! SHE decides. But not in everything...we have to try very hard to solve our problems.
Ed says NAE is a RARE condition. Perfectly true - hundreds of experiments described in Ed's books too show that rarity is the fatum, karma of NAE in PdD. And also rarity is the inherent destiny of the NAE if the extraordinary voids is the key of the LENR problem. You cannot increase  by orders of magnitude the density of nano-cracks in a metal(hydride) obtaining predominantly the critical size- decisive for success.

"Rare" is not fatal, it can be made temporary. Diamonds are relatively rare in nature and I remember my first all Internet study for a customer- I was working at an ISP company as Web searcher and then search was not simply thinking with the brain of the PC's mouse and avoid nasty  ads as today: it was about the manufacture of diamonds
and their properties and uses. No Koh-i-Noor possible but a smart fine technology (as an aside I am still puzzled why diamond coated kitchenware is not used on a large scale-  Teflon coatings and special ceramics still lead)
NAE are our diamonds let's manufacture them! Anyway, nano-cracks are not gems like but nano-structures can easily be so.

I think this is the clue of the LENR problem and the basis of LENR technologies to come- the method to continuously generate NAE  feasible only at higher temperatures due to the dynamism of the metal atoms at the surface.
We cannot increase the density of NAE but we can increase the frequency of their births- in broad limits
This is LENR+ I wrote volumes about it, but it is not accepted. This insuccess is over-compensated by the certainty that any successful NiH experiment or test, Andrea Rossi' included- is based on LENR+ fast, continuous NAE-genesis.
Rarity of NAE is invincible with technology.

Radical Mary Yugo has called him "sociopath". A reader said he is history's greatest scammer- will show nothing, will obtain no usable results but will be celebrated as a hero. Now again Brian Ahern tells his opinion about Andrea Rossi who also can be a second Prometheus- IF right and shows Rossi's malefic side- frightening. Please ignore that Brian mixes  Rossi with Randy Mills whose BLPgeddon will come this Thursday:

LENR folks have been baffled by the poor performance of the scientists in the Lugano testing. How could they fail to use thermocouples? Why are they silent about the report?

As promised if Rossi fails, I will do virtual intellectual seppuku- abandon LENR and start studying comparative linguistics and proverbs.

However if he has massive excess heat  with certainty- what will his detractors say/do?

b) Ordinary matter really not good as N.A.E., but...

See please the second Motto by Thomas Mann (the first one is about honesty), applying it to LENR order is the taxonomy we must build for the whole field and simplification surely does not include cutting of parts of truth. Paradoxically simplification is serene acceptance of the complexity and diversity of the LENR phenomena.
At this high level of interestingness, Occam's Razor has to be used (if) with extreme precautions.
I want to insert here a remark: in scientific thinking , discussions it is fair and useful to avoid:"then it must be" because sometimes human logic and Nature's logic- also called Reality can differ, Better say it may be because Nature's logic prevails always.
Mother Nature is a lady with an strong alpha character. Next month I will celebrate the 50 years wedding anniversary with a lady having the same character, so I am well documented.

Sorry for this rather long introduction, actually - in the frame of the LENR Review, I want to tell what I accept and what I NOT reject but replace with other ideas in and for the Ed Storms's LENR  theory.

Ed says: 
"nuclear reactions do not and can not be made to occur in a normal chemical structure without applied energy..."

"for LENR to take place, something very unusual must form in the material as the site of the fusion process, i.e. the NAE..."

"N.A.E. is rare condition..."

I agree 120% with the first two statements and 100% with the third. Justification: I have arrived to similar conclusions- active sites- as Ed. However the third condition is a reality that has to be changed- there are no technologies based on rare conditions.
Simplifying i.e. condensing and anticipating a bit, Ed's theses can be re-formulated in

-LENR does not take place in ordinary matter
- LENR before being nuclear physics is smart materials science;

We have to learn and apply the science and art of NAE-genesis.

Now everything depends on the nature of those N.A.E.; what and how can they be? 
Edmund Storms has given a surprising answer:
"if the nuclear reactions cannot take place in ordinary matter, they must  happen in extraordinary voids"
The reason is obvious- the local axiom in PdD based on solid experimental data is that the excess heat is correlated with formation oh helium and the D+D =He is considered the source of excess heat, fusion can take place in a free space.
This is an explosive subject but is there absolute certainty of DIRECT fusion?
OK, let's better continue..if this is true then the hydroton has to be invoked for a mechanism of deuterium fusion. For H+H=D it is possible in principle, but in direct contradiction with Piantelli et al 's many experimental results and it seems the Rossi process is also - different.

I have opted long ago for nuclear reactions taking place in extraordinary matter.
It is so well known and i have learned a lot from Piantelli- the magic stuff is nanostructures with properties that are very different from those of the bulk material,.it is both a science and an art to know what these differences are and how to make them useful for your specific scientific technological task- in this case energy generation.
. Nanostructures is more a generic term that does not describe the exact structure for obtaining discrete energy levels and not energy bands- better also for showing the exchange and correlation energies. More simply told, the structures’s behavior has to be thus of giant atoms
Good nanostructures seem to be a necessary but still not sufficient condition of massive excess heat. How they actually work- nanoplasminics has to be included. The structures are quantum domains in which many things become possible- as the collective nuclear phenomena described by Urutskoev.
PdD and NiH may be different LENR variants. Or not - to finish in an optimist manner.

Actually the discussion with Ed Storms is about the necessity to make a complete, up-to-dated and extensible- i.e. constantly renewable  REVIEW of the whole LENR field. He claims that his books are actually such reviews. I think he is right only in part because his books are focused too much on the dominant PdD system, do not accept rival ideas as Piantelli's based on NiH experience and cannot assimilate what happens in Rossi's camp- obviously because it is not clear, not open, not certain and too fast. It is a mess and will remain so hopefully only till the much expected report  regarding the long duration 1MW results will be known. If supported by electric energy bills and by authorities- the report will be unkillable with no vulnerable points as Achilles or Siegfried or the Lugano Report had.
When dealing with almost intractable problems "everyone is only interested in their own ideas." Actually it is a great offer of ideas, explanations, theories coming from PdD and beyond and till no explanation can be shown to solve the problems- as reproducibilty and scale-up - no predictive explanation- some miserable form of democracy rules- all explanations are equal in principle and may vote. O.K. scientific principles are used to select the most plausible theories and to kill the most unorthodox, exotic ones but this is a complex process. People interested only in their own ideas does not necessarily mean their own original ideas, no, it includes ideas accepted and mentally assimilated- people become supporters  of the ideas of the authorities in LENR. For example an impressive number of LENR colleagues think that Ed Storms nanocrack plus hydroton  theory is the Good One. What is still missing experimentalists successfully using the theory for finding the actionable parameters and obtaining convincingly improved results.
Other people even if thoroughly studying Storms' books could came to different assumptions; for some "cracks"  lack sufficient nanocomplexity and want nano structures as active sites. 
Yes, hydrotons are necessary - but are they known and described in non-LENR cases? I also am worried seeing that other people's ideas are not based on my principles popularized in this Blog. No NiH people are discussing about the dynamics of the surface metal atoms in the E-cats.

In the Motto, Storms is speaking about three separate issues:

- unifying concept- there are many forms of LENR and we still do not know how united are they; what is common in the F&P cell at 50 C with 0.1 W/gr heat excess and the E-Cat X with 1000 W heat excess per gr- to take the extremes. It is about low temperature nuclear reactions, but only reactions and only nuclear ones, do other phenomena as nanoplamonics contribute? ( I cannot follow here the wise advise to fuse only well known data as from the first discovered Cold Fusion system

- unifying organization- ISCMNS being so tragically weakened it needs  a resurrection perhaps in a different form, new structures, new name

- unifying funding source- it is indeed possible that no member of the LENR community has communicated with the Breakthrough Energy Coalition? BEC's website is peacefully hibernating but this does not mean much..

PdD eats NiH for lunch- is this realistic or suicidal wishful thinking?

The core of classic Cold Fusion- Fleischmann and Pons style- is the PdD wet electrolytic system- still dominating the entire field. Beyond of a rather aggressive imposing of primogeniture

it is claimed to be the "genuine" cold fusion/LENR all the other forms just being variants with the same identity of what is created/happens in PdD. 
It is not possible to know what experimental results are obtained just these days at the great players in the "PdD wet" game however we have seen how intractable and unpredictable is the role of metallic impurities - at ENEA, how difficult it is to explain the semi-miracle of Energetics's cathode 64- at SKINR. We could understand that there are no actionable parameters in the system- and no trick or spell had been found to make it viable, reproducible and able to grow up. The discovery of a mysterious EM emission- cause or effect of the successful PdD tests does not open the way to any solution- better reproducibility, more intense heat excess, heat after death effects.

This is from Edmund Storms first book- level year 2007; question how much better would be an up-to-dated - start 2016 histogram? If not, then the word "stagnation" comes to mind. However I have lived and worked enough to know with certainty that "stagnation" is impossible being static while existence is dynamic- the opposite of progress is not stagnation but decay, regress (Prum' Second Law)
Last year we have invested some hopes in the experiments of Edmund Storms- a
potential equivalent of the Michelson Morley experiment. We could suppose thatwell and increasingly stressed palladium will develop more and more nano-cracks and so-
due to the idea of the author- that the number of the NAE (as Ed calls the active sites) is determinant for the level of excess heat obtained. Ed Storms has discovered some new features of the system as the role of temperature is more direct and importantthan usually considered (his 6 reports are a must read at Cold Fusion Now)
However no intensification of the effect was observed- and it is sad that this important action had no general support. Solidarity is forgotten? The sub-field of LENR PdD is very much fragmented, theories do not help experiment and there are no serious actions to combine theories, the possibilities of the cradle cell seem to be exhausted and I cannot imagine how - for example- very advanced instrumental methods as those described at the CERN Event of Oct 14, 2015 in this report:
"The anomalous heat effect on D/H loaded Palladium: Exploration at an atomic level, preliminary perturbed angular correlations studies"

As far I can see, it is not published yet.

Dedicated PdD watchers were also disappointed because in 2016 there was not organized the traditional MIT School of LENR- by Mitchell Swartz and Peter  Hagelstein, an opportunity to attract young researchers to the field.

This is the stronghold of "lattice" Party  of LENR while Ed Storms leads the N.A.E.

nano-cracks- hydroton Party and the conflict between them is unsolvable, it seems.

Actually in order to "win" - a theory explaining LENR and -yes! a way to a competitive energy source must be created. Is this possible?

The great question is if PdD still can offer something like that or is only a first discovered form of LENR unable to grow up due to its inner, inherent weaknesses that are incurable (as sub-optimal working temperature, impurities that block active sites) 
I am trying to get direct information from a great PdD hot-dry researcher.

WHAT CAN WE STILL HOPE FROM PdD WET RESEARCH? AS KNOWLEDGE AND AS TECHNOLOGY? Rhetoric question?

From the historical point of view, the NiH system discovered by Francesco Piantelli is only 146 days younger the PdD but was less researched so today we have certain but weak (see the histogram) results from PdD and a great variety of results in the NiH realm including Piantelli's scientifically fundamented  papers and patents and Rossi's belonging to an other league, is heavy-weight- but for the time given not certain.

I think the PdD specialists have no justification to try to dominate the whole field due to the certainty of their results (much weakened due to the unsolved reproducibility problem) I know it is an unorthodox opinion but NiH is an other LENR family and the Rossi effect is a different species.

Windows are amenities we cannot condone to us…the place reserved to the plant is completely closed and blind; the circulation of air is made by a fan system from the roof. The warm air is extracted from the roof. Obviously we have conditioned air inside the container of the computers.
We cannot see outside if not with the cameras installed by the security staff.
The place is maintained pretty clean, though. It couldn’t be otherwise, since I am strongly allergic to powder: a small bunch od powder can unleash an astma attack, so I need to stay always in the clean.

At the dawn of the car-technology ( around 1890-1905) many scientists said that a speed of 20 miles per hour could damage permanently the cardiovascular system of humans; others said that cars could never substitute horses: how could cars overcome all the hurdles in a countryside? The car sellers had to say, to convince the buyers, that a car is better than a horse “because cars don’t eat when they are not marching”. To change things have not been the biased minds of scientists during their eventual evolution, but the products, the cars invading the market.

AXIL DIXIT 

Most people in science get their world view from years of school and countless TV documentaries and conversations. If that world view is wrong, then experiments that show conflicting ideas are considered pseudoscience. Once a world view is set in place in a person’s brain it is near impossible to change. The world view of current science is wrong and that is the reason why many unanswered questions about the cosmos go unanswered. Randel Mills is a prototypical example. He has constructed a world view that bars him from making progress in his inventions. Holmlid is another guy that is convinced that his reaction is hot fusion. I fear that unless the data that Holmlid collects changes his views underlying assumptions that underpin his experiments that he performs, he is driving toward a dead end. Problem solving requires some flexibility in how we view the world at its deepest level.

Many people think that the world is just 6,000 years old. Science is difficult for these people to understand.

As another example, if our view of how the sun works can be changed to look in it as a ball of liquid rather than a ball of hot gas, then many enlightening ideas spring from the new opinion. Problems like the solar neutrino problem might be solved correctly. 

As neutrino detectors became sensitive enough to measure the flow of neutrinos from the Sun, it became clear that the number detected was lower than that predicted by models of the solar interior. In various experiments, the number of detected neutrinos was between one third and one half of the predicted number. This came to be known as the solar neutrino problem.

If the sun is viewed as a cold fusion reactor, then all kinds of fusion reactions can take place all throughout the entire volume of the sun and not just in the hot gas in the core involving just PP hot fusion. This bad hot fusion assumption gums up neutrino science and the standard model. In general, unless science takes cold fusion seriously, it is headed for disaster. Problem solving needs to be based on the understanding about the correct foundation of the structure of the universe. Some flexibility in the way we think can help greatly.

To recapture its fizz, physics desperately needs not new ideas but new facts. Discoveries, not inventions. Ideally, physicists will stumble on something so startling that they abandon their pursuit of multiverses, strings and other fantasies and return to reality.

In the late 1990s, astronomers studying supernovas deduced to their astonishment that the expansion of the universe is speeding up. But this discovery, the most exciting since I became a science writer, has not forced radical revisions of the big-bang paradigm. 

Similarly, the Higgs boson, detected a few years ago by the Large Hadron Collider, merely confirmed the standard model of particle physics. Ho hum.

Things have gotten so bad that physicists are openly fretting about the future of their field. In a recent TED Talk, “Have we reached the end of physics?”, Harry Cliff states that “for the first time in the history of science, we could be facing questions that we cannot answer, not because we don't have the brains or technology, but because the laws of physics themselves forbid it.”

I still keep an eye on physics, but I doubt it will ever thrill me as it once did. My go-to source for fizzy ideas now is research into the brain and mind. Science’s wildest frontier is inside our heads.

JAN 21 2016 HOW TO REFRAME THE LENR PROBLEM?

Actually, EGO OUT is a problem solving Blog and therefore my vision of LENR is that of an overly complex problem with two entwined core aspects: understanding and technologization. No doubt, it is a chronically ill problem and the status  of the field is of deep crisis. What I am offering here as possible solution including the LENR+ idea and the 6 pillars of it. is rejected now.
This fiasco is just a special sub-case of the failure of my problem solving ideas to become real Rules taught at schools, universities and management courses- it is probably my fault I had to write a book about them. The rules are her in many languages- ignored in many languages.

Statistic data show that due to NOT solving problems the per capita loss is of 5643 US $ and we are here well over 7 billion humans! The truth is that the same loss due to problems created by humans is 7.1 times greater than the former value!
However problem solving is important, stopping probletence is  essential
But let's return to LENR-  I am reading the new problem solving literature each day being aware that my rules can solve 85-88%of all real life problems, but are not the last word in the problem of problem solving.

I recommend you to read the paper is ell thought and written clearly with style. This REFRAMING is actually what my Rule no 18 says- do NOT accept the premises change them- but sounds much better- and is a first step- after changing the fram it will be easier to change the picture.

Let’s return to the Lugano report: the charge of a reactor contains several hundred milligrams of hydride: let’s assume 1 gram.
The chemical calorific value of such amount of hydride is worth about 10 Wh (to be generous).
The charge in 1 month of test has produced hundreds of kWh of excess heat, versus a total of 10 Wh allowed by the chemical calorific value of the hydride contained in the charge.
You can have a deeper information about this issue if you check the Ragone diagram published in the same report.

Your care is delighting. Well, yes, also my team guys say I am continuing to appear slimmer, but I am very well. I work 18 hours per day and I am always very nervous, for obvious reasons: every minute I do not know what will happen the next minute, every signal from the plant can be interpreted as an alarm to be checked, but, thanks God, I am well. When the test will have been completed I will take more care of this issue, now I have not time for it and, most of all, I want not to hear about this issue: I have to stay focused on the plant.
