The third presentation has described n accident observed by Didier Grass from Thomson CSF during the treatments of zircon, ZrO2 powders coated with nickel during cathodic pulverization.
The accident has happened  before the P&F announcement and the connection to CF was made only after the press conference. It could not been reproduced so it is not seen as CF research but as an accident.
The work done was about the possible innovative materials able to emit electrons efficiently in tubes by thermo-ionic emission.
It has started by coating of a zircon powder with nickel by a procedure of cathodic pulverization- the layer is quite far from equilibrium, full of metallurgic defects especially kind of twin crystals.This coating makes the powder conductive able to be coated now with nickel by electrolysis.
For doing this the electrolyse is performed in a bath of Ni(NH2SO3)2 (nickel amido-sulphate) at 40C with a current of 10 mA/cm2; anode of pure nickel, cathode- the powder. After a few seconds from the start of the electrolysis, a ball of fire was observed in the cell but no explosion. The zircon powder has melted and this happens above  2000C. This result seems strange however LENR-ists are interested in nanostructured powders- the coating obtained by cathodic pulverization is quite anomalous, almost amorphous.
The geometry of the cathode - type "hollow cathode" is also known for increasing the electrochemical compression.
Didier Grass is asking if the micro-cavities invoked by Francois de Guerville (protonic conductors, N.T.) are not related to his observations.

Bill Collis was the next speaker, he has presented his theoretical model called:

 "Minimal Exotic Neutral Particle Model". He starts from classical and conservative hypotheses of quantum physics based on observation.
Other fact that the reaction is fast means that no multi-body reactions are implied, no weak interactions, no Coulomb Barrier crossed.
The fact that there are not observed penetrating radiations implies that the impulse has to be conserved, that the spin has to be conserved that the reaction products are not radioactive and that the energy is diffused as kinetic energy.
At the origin of this impossible issue stay more reasons. The weak interaction is of very low probability, and implies the production of a neutrino.

For the coherent reactions, Preparata has shown that the coherence is insufficient because there do not exist potential wells of 80eV or it will be observed at chemical level for very exothermic reactions
It is concluded that there are two reagents and more than one product, that one reagent is neutral and one of the products is neutral.

There are listed some compatible models as the Erzions of Bazhutov, the polyneutrons of Fischer, the neutron hopping of Hagelstein.
The theory has to explain  the production of He4, the heat, the absence of penetrating radiations and the difficulty to detect the neutral exotic particles
It is proposed that there exist a couple of neutral species that are able to perform the transfer of an neutron, so there is one donor and one acceptor of neutrons.
Polyneutrons are eliminated because they do not correspond to the observations. The existence of n hot point shows a catalytic behavior of that object. and a chain reaction (not observed)

The author proposes that the donor (En) and the acceptor (E0) of neutrons are serving as catalysts of exothermic reactions between 3 isotopes as here for example:
Li6+En -> E0+Li7+energy
Li6+E0 -> En+Li5 +energy

Similar catalytic cycles are found with C13, H2, W183, Pt195, U238.
These materials take part in LENR reactions described in different publications.
There are made verifiable predictions for isotopes and transmutations.
 It was an exchange of ideas with Jean-Luc Paillet about the possibility that the donor of neutrons could be actually an atom with an electron fallen in the DDL state...

The presentation of Frederic Henry Couannier is about the theory of gravity, its dark side. The key point is that there can appear discontinuities when the space is locally contracted.This could trigger a tilting in the local density of msss/energy starting after a charge or mass arrives there and once started it can last some time as a phenomenon of ball lightning. if the object is not neutralized the zone remains at a high density. The massive objects are following the proximal charges of the surface contained in that space and give the impression of an enormous charge while actually it is only about small charges, light with a space contracted and heavy.

This explains the strange particles observed in some experiments of Bazhutov.

Pierre Clauzon and Daniel Fargue have presented their recent plasma electrolysis experiments similar to those of Mizuno and Bazhutov.
These experiments are continuing the works aiming replicating those of Mizuno made in 2006, in the context of the De Broglie Institute an associations of those with passion for science/ Then there were troubles with an wattmeter with a very weak range of passing through that has made them to think a COP of 1.4 that eventually was of only 1.1
The experiences of Bazhutov and Mizuno differ in principle by reversed polarization.
The experiment is actually made with an aqueous solution of K2CO3 of 0.2M  with a heating of 400 W and a continuous voltage of 250V typical. It wortks in a compensated mode trying to stabilize the temperature. A Dewar vessel is used (a thermos).
There are lots of experimental problems as splashing, the thermal stratification in the cell, the dead times between arching that causes thermal runaways and different measurement problems.
The experiment is improved by maintaining the temperature at 100C and using a kettle.The measurements in the Bazhutov mode allow to evaluate a COP of 1.1- 1.2 if corrections are made for the heat losses due to heat transfer by the heated electrodes.
It is a work in course and results are not final.

The following presentation was by 
Jacques Dufour (known by his researches made at CNAM for Shell) He made a fast presentation of the synthesis of a compound called "iron-pico hydride)
This is an "permanent electric dipole f atomic dimensions"
It is about hydrogen  associated with an iron atom by the K layer instead of the outer layer.
The hydrogen atom is first excited to have an elliptic orbit that can penetrate in the deep layers of the iron atom and everything is stabilized by electrostatic attraction.
There had been made differential calorimetry measurements of the heat formed at the decomposition  of this  strange species.
The formation enthalpy of this compound is in average a thousand times greater than  that of the known combustion of carbon in oxygen and thousand times smaller  than that of a nuclear reaction of fission- some 390MJ per mole. These works of Dufour are made in the frame of what he calls pico-chemistry.

Following this, Jean Paul Biberian has described 5 experiments in course now.

The first is that of Mizuno Bazhutov made in a high pressure calorimeter (10 bars) calorimeterThere is also a Rossi/Parkhomov experiment but nothing can be told now about the results.
Also a replication of the ICARUS 9 experiment by Fleischmann and Pons- an electrolysis at boiling with condensation; the calorimeter was rebuild  based on the plans of the manufacturer- this is in course of calibration.
For stabilizing the environment around the calorimeter, a great cylindrical aquarium and a temperature controller for aquarium are used. It is known that with the calorimetry with mass flux the variations of the ambient temperature  are a source of uncertainty.
There are problems with finding the details for experiments of permeation (2004-2006)
including gilding of Pd.
There are works for an experiment using micro-waves and a powdery plasma charged to wood coal producing  magnetic ashes where iron is drected., This experiment is done by George Mengell who suspects transmutations.
Some people in the public have told about the possibility that the iron oxide is present in the wood coal and enters a reaction as in the high kilns. A hypothesis to be tested.

There had been two round tables.
Saturday the round table has put  the question of how to define the experiments used for testing the predictions of the theories. The theoreticians were called to propose predictions and experiments

Sunday it was about the possibility of SFSNMC to coordinate the research efforts in France.

@David Fojt whom it  had been given this task from the
 SFSNMC has notably spoken about the possibility to create geographic poles for LENR in France- clearly one in the South West between Avignon and Marseiile where are many members of theSFNMC; it also exists a natural pole in Paris nd one has to be in the ERast- around Strasbourg.

It was important that the participants have met and their competences and apports even if in part modest are now known and can be useful for the future resasearch.
Everything has be done with respecting the wills, degrees of dedication and possibilities of all- that are rather very variable.
The information re geographic poles has to be circulated.

If the SFSNMC can hope to coordinate the efforts of research- then, as Mathieu Valat the president of SFSNMC has told, it is important to define the objectives for planning the actions and projects.

To note that Bill Collis, with Jean-Francois Geneste, jenny Vinko and an other person whose name I don't remember have launched the the ISCMNS Industrial Board based on an idea from ICFF-19 or even before that. I think Bill Collis will prepare a message soon, given that is an important evolution of ICMNS.

The symposium was a really rich moment of meeting on different axes. I have seen retirees discussing with young doctorands and also scientists from the academic world discussing with engineers and industrialists.
The airplanes have spoken to the cars, the replicators with the risk capital. the doctors with the ignorants, hot fusion with cold fusion, engineering with research.People coming from Belgium and from Quebec have added value to those  coming from North and from South of France making the meeting with more life.

With these fine meetings it was revealed the important problem of the relation between entrepreneurial spirit, the academic ethics, between the rigor and order of engineering and the desire for discoveries.
It has to be exchanged, perhaps coordinated, valorized and used the enthusiasm
and the varied talents- however with great respect for all.

I do not think that this is a specifically French problem, on the contrary by creating geographic and linguistic poles, in the frame of a great international LENR movement
the progress in research and development can be accelerated

And I duly hope the things will now going more faster in France, in the Francophonie and globally.

    When someone fails at LENR he has big problems, like a bemused traveler who stumbles into a den of pit vipers, there is no redemption. Damnation is a bitch. The lives and careers of Pons and Fleischmann were destroyed by their LENR failure. Have you noticed how Rossi invokes F8 and F9 anytime he says anything? Rossi will not take any small money investment; he uses only big money where the professional investors understand how failure plays a major role in the R&D game. Even the sainted Rossi knows how perilous the sin of failure can be among the proletariat.

    In the LENR religion, an erstwhile prophet will be hoisted up onto the cross by the screaming mob in a heartbeat when the dawning of failure is perceived if not understood. Poor Dr. Kim, like P&F, the purest of the sacrificial lambs is again offered up on the blooded alter of failure.

    But what is failure anyway. DGT failed to boil water, the true measure of LENR success. Their system wasted all its LENR energy on radiation, RF, and the production of magnetism. The Defkalion engineers were unable to turn the LENR reaction toward the production of steam. How sad.

    Rossi says now that his new system produces light and electrons. In this new dawning of the next LENR epoch, heat is just an afterthought. On their seats of judgement, this goes to show how fickle, arbitrary, and wrathful the gods of LENR can be.

    In engineering, determining why something fails is more important than observing success. We can learn much from the DGT failure.

    In the case of the DGT system, the barrier to their success is the electric arc reaction activation process that they used. When that arc was triggered, it disrupted the Bose condensate process that thermalized any LENR energy that was produced. Instead of producing heat, X-ray radiation and various forms of intense EMF resulted. The condensate was disrupted during the period of maximum LENR activity.

    In the Rossi system, Rossi uses an electric arc in the fuel preparation stage only where heat production is not required and x-ray radiation can be tolerated. When the fuel is placed on line, a Bose condensate thermalizes the LENR energy at high efficiency and no x-ray radiation is detectable.

    The same radiation production mechanism is seen in this spark based system.


    “It is revealed that the heterogeneous non-equilibrium plasmoid is an intensive source of soft X - radiation of 1 ÷ 10 keV quantum energy.”

    The most intense radiation occurs at the spark but as the LENR products moves away from the magnetic field produce by the spark, the x-ray radiation decreased by 20% at 100 Cm. As the LENR products travel away from the spark, a Bose condensate is beginning to set in to support the thermalization process of the x-ray radiation that was maximized at the spark.

    This is a lesson to be applied to engineering other LENR systems, even though electric arcs are required to produce the metastable exotic hydrogen species needed to support the LENR reaction, the spark must not be used in the on line system.

    The LENR reaction must be partitioned into two parts, one to produce the Rydberg hydrogen matter during fuel preparation and two the use of only heat during on line processes to keep the Bose condensate in place one it has formed.

    Any system that uses spark discharge in on line operation is destined for failure. The Defkalion clone, AIRBUS system is an example. Also any on line system based on electrolysis is also a failure waiting to happen.

  4. Research by Miley and Holmlid show that the hydrogen in microcavities in iron oxide is superconducting. Holmlid states that this Hydrogen Rydberg matter (aka metalized hydrogen) is a Bose condensate. The same must be true for the hydrogen clusters that form in highly loaded palladium.

    The root of this superconductivity is in the SPP EMF that covers the surface of these nanoparticles.

    In the Calanti wire experiments, as the LENR reaction begins to manifest, the electrical conductivity of the wire decreases even as the heat production of the wire increases. The reason... the micro-cavities that cover the surface of the wire are filled with hydrogen Rydberg matter whose SPP surface is becoming more coherent (Bose condensation) as the LENR reaction sets in and is gaining strength.

    If a large magnetic field is applied to that wire, a pulse of x-rays will be produced as the Bose condensate is momentarily disrupted... try it.
