Back in the day of the birth of the "pollution era", I was a grad student working in methods to detect both inorganic and organic airborne pollutants. One experiment was to irradiate organic molecules in the vapor phase with a 10.6 micron CO2 laser, and look at the emitted photons in the infrared. The experiments showed that under those conditions, ALL absorption bands were raised to the level of emitting, including those at 3.3 microns. The physical chemists and physicists said that experiment was obviously wrong, as a 10.6 micron excitation photon didn't have nearly enough energy to stimulate emission of a 3.3 micron photon, and papers on the experments were rejected.
